In this article a method is presented for comparison of seismic design code and rehabilitation instruction for a special structural system ie eccentric braced frames. In this way, an equation is suggested that the effects of all several differences between rehabilitation instruction and design code can be applied with adequate precision in it. Drawing the charts of this equation will specify exactly the conditions which the buildings designed by the design code are accepted by the rehabilitation instruction. In suggested equation, a parameter named m′ is presented for comparison of design code and rehabilitation instruction. This parameter is depending on some other parameters that everyone of them has effects of one of the differences between design code and rehabilitation instruction. By inspecting the parameter related with type of the member and its stress and variation of m′ with this parameter, acceptance of the link beam by rehabilitation instruction is specified.
